When we travel across India, Sarah and I focus on staying safe while enjoying our trip. We check for political or social issues, major events, and local conditions \u2014 things many first-time international visitors might not know.<\/p>\n\n\n\n\n\n\n\n

India is vast, with diverse cultures, traditions, languages, and local mindsets. What\u2019s acceptable in one region might not be in another, even for seasoned travellers like us.<\/p>\n\n\n\n

While this might sound overwhelming, visiting India can be an incredible experience. From forts and palaces to nature, wildlife, adventure, heritage, spirituality, art, food, and yoga \u2014 there\u2019s so much to explore. That\u2019s why our blog covers India in depth.<\/p>\n\n\n\n

Before I take you through the list of safest cities in India using NCRB data, let me share some numbers to help you plan your first trip. The intention of this post isn\u2019t to scare visitors, but to create awareness<\/strong>.<\/p>\n\n\n\n

Note<\/strong>: As of October 2025, these are the latest “government verified” numbers. The NCRB hasn’t released any official Crime in India annual report for the year 2024. Although, you’ll find many other sites quoting various other safe city list based on private and independent surveys in 2025.<\/em><\/p>\n\n\n\n

Understanding NCRB & Safety Ratings<\/h2>\n\n\n\n

National Crime Records Bureau (NCRB<\/em>) is an Indian government agency responsible for collecting and analyzing crime data as defined by the Indian Penal Code (IPC<\/em>) and Special and Local Laws (SLL<\/em>). The agency publishes its report annually.<\/p>\n\n\n\n

The report takes into account IPC and SLL crime cases and averages them up against one lakh per population.<\/p>\n\n\n\n

In simple terms, IPC crimes are crimes that violate federal laws while SLL crimes violate laws and acts framed by state governments.<\/p>\n\n\n\n

The information in this post is based on their latest 2023 report.<\/strong><\/em> <\/p>\n\n\n\n

You can always use this basic Map of India<\/a> for reference.<\/p>\n\n\n\n

Now that I\u2019ve shared data about crimes against foreigners in India from the NCRB 2023 report, let\u2019s dive into our main topic about the safest cities in India for tourists.<\/p>\n\n\n\n

Once again this information and ratings are based on the analysis done by the NCRB. The IPC & SLL rate for each city determines the number of cases of cognizable crimes per lakh people.<\/p>\n\n\n\n

While most articles on the internet feature the top ten safe cities in India, I chose to go with a dozen for my readers.<\/p>\n\n\n\n

So, without further ado let\u2019s find out about the top 12 safe cities in India as per the NCRB 2023 report.<\/p>\n\n\n\n

On the twelfth spot for safest city in India is Nagpur, the Orange City of India. This city produces a large variety of oranges and even exports them to the world. Nestled right in the heart of Maharashtra, Nagpur is where you will find the Zero Mile Stone which the Britishers installed in 1907. <\/p>\n\n\n\n

This milestone is considered as the point from where all cities were marked in undivided India. While it doesn\u2019t appear like a tourist hot spot you can still see it. Nagpur is also known for its wildlife park and tiger reserves. Hence, it is an ideal place if you are looking for some nature and wildlife tours. <\/p>\n\n\n\n

You can also pay your respects at Deekshabhoomi which is the largest stupa in Asia. However, Nagpur experiences excessively hot summers. Hence, you should visit this lovely city during the winter months from December to February.<\/p>\n\n\n\n

Now, this is a bookworm\u2019s paradise for sure. Being among the top 10 safe cities in India is a proud moment for the locals and the law enforcement agencies that have worked hard to provide a sense of security to locals, and domestic and international tourists. <\/p>\n\n\n\n

Unlike other coastal cities in India, Bengaluru enjoys a pleasant climate which attracts plenty of domestic and international visitors to it. November to February is the ideal time to visit Bengaluru as the summers have become excessively hot due to climate change. <\/p>\n\n\n\n

Being born and brought up in Mumbai, I can certainly say it is safer here. Having said that, I would like to mention that all mega-cities are crime hubs, as they often become the victims of their own succcess.<\/p>\n\n\n\n

As per this 2018 BBC article, Mumbai is the best-paying city for expats in India<\/a>. Being the capital city of the state of Maharashtra it is also the most populated city in India.<\/p>\n\n\n\n
